Mission

Founded in 1965 as the Newport News Office of Economic Opportunity, the Hampton Roads Community Action Program provides vital services to the low- and middle-income residents of Southeastern Virginia. Through the administration of over 20 programs, agency staff work daily to fulfill the mission "to improve lives by providing optimum services and mobilizing resources that strengthen our communities."
