What we'd like to talk about

I'd like some help with scoping a design project (converting 50 regulatory guides from boring word doc format to an appearance that matches the high quality of the content).

Additional context

We'd like to talk to a designer to discuss options for the design/layout of our CAFO Guide project, a series of 50 state-specific guides created to help communities protect themselves from the harmful impacts of industrial livestock operations. They're in Word doc format--we'd like advice on how best to scope the design element of this project given:
-We have a style guide but no designer
-We expect to update the guides, so prefer a format that enables us to edit text relatively easily without a designer
-Guides range in length from 12-60 pages (single spaced, 12pt font); most are ~35 pages. Content is almost exclusively text and footnotes.

At a minimum, we know we want to create standard designs for the cover, title page, and for a chart that appears in all 50 guides. Beyond that, we'd like to strike a balance between quality of design, ease of effort for SRAP staff (both in completing the guides now and updating them in the future), and the time required for completion.

While we're just looking for input on how to scope the project during this initial call, we're open to working with the same designer on the plan execution. Thanks!
